This form is Sofia’s “Limit Break” ! After a near death experience while she was in SOLDIER, her body absorbed a useless piece of materia she kept as a good luck charm. This piece of materia actually held a fragment of Minerva's power, and it helped her heal from her otherwise fatal wounds. During the events of FF7 (specifically after the Forgotten Capital) she learns how to tap into this power and transform into this goddess form! Minerva is a very mysterious supernatural being, but she is thought to be the consciousness of the planet itself.
